South Sudan Update - Latest Situation

Fighting erupted in South Sudan's capital Juba on 15 December 2013 and has spread to other parts of the country.

• An estimated 563,660 people have been internally displaced following the on- going conflict. Total number of people assisted by the humanitarian community has reached 212,589 individuals.
• It is estimated that 67,400 people are currently sheltering at the UN bases. In Juba up to 80 percent of the displaced in the UN bases are women and children.
• So far Uganda has the highest numbers of refugees coming in from South Sudan with the current number being at 46,600 and estimated 10,000 people have crossed into Sudan though their status as refugees is not verified. 20,600 have crossed the Ethiopian border and 8,900 into Kenya.
• The Government of South Sudan and the opposition forces signed a cessation of hostilities agreement in Addis Ababa on 24 January.

Oxfam’s Response

Oxfam is working with the UN and other humanitarian agencies to distribute food and water to those affected by the crisis, and to dig latrines and build other sanitation and hygiene necessities. Oxfam response areas include Tong Ping and UN House in Juba, and Awerial in Lakes state. To date, Oxfam has reached 115,000 beneficiaries.

• In Juba, Oxfam supports the delivery of on average 250,000 litres per day of clean water via trucks and boreholes in UN House to over 12,000 people
• In Awerial, Oxfam water production is 450,000 litres per day in additional to household level water chlorination to over 75,000 people
• Our partners plan to construct 1,520 latrines at a rate of maximum 1:50 people. A total of 200 latrines are completed in Awerial.

Oxfam together with 54 major NGOs welcome the ceasefire agreement in South Sudan,  and continues to call upon all parties to the conflict to protect civilians, to refrain from targeting attacks on civilian areas, and to distinguish between civilians and combatants. Oxfam reaffirmed our commitment to help all civilian populations in need of assistance.

Central African Republic Update - Latest Situation

A conflict in the Central African Republic has broken out since the March coup by the Seleka rebel coalition.

• More than 920,000 people have been displaced by the conflict.  
• In Chad, 14,500 refugees and 25,000 returnees and 10,000 host communities are affected. There are also 57,000 refugees in the Democratic Republic of the Congo, 11,000 in the Republic of the Congo and 5,000 in Cameroon.
• Very insufficient response to the needs. Many internally displaced sites receive little assistance. For example, food assistance is delivered to only 110,000 people in Bangui and other towns.

Oxfam’s Response

Oxfam is in the process of being registered in Central African Republic, and hopefully can start contributing to the response very soon. Oxfam’s response is being implemented in Chad:

• Focus on providing water, sanitation and hygiene in 14 transit villages, covering the entire population of these villages, including host and refugee.
• Provide emergency food assistance in 23 transit villages and 4 host villages, targeting all refugee people and also those poor and very poor host households in Chad.
• To date, Oxfam has reached 17,018 people.
