Oxfam petitions government for change in policy
Equality and respect are basic human rights. Ensuring that ethnic minority people have access to learn the local language, for example, is one way in which these values are manifested in society. That is why we support ethnic minorities in learning Chinese. By doing this, we believe ethnic minority people can increase their upward social mobility and end the cycle of poverty many of them face. This can in turn help break down social boundaries and create a genuinely inclusive and integrated society.
Therefore, we urge the government to do the following:
- Implement the Chinese Language Curriculum Second Language Learning Framework (or New Learning Framework) in all schools that admit non-Chinese speaking students to support their Chinese language learning.
- In all schools that receive the New Learning Framework subsidy, provide self-contained classes for ethnic minority students that pinpoint their Chinese learning needs and tailor-make pertinent teacher support materials.
- Extend the Learning Framework to cover kindergartens.
- Provide ethnic minority students with support to study other subjects in Chinese.
